Blake Moran
Blake Moran is a pangolin and the personal assistant to Commissioner Elizabeth McHerd at Zootopia's Department of External Relations. He is introduced in the W-Series, traveling with the DER delegation to Vladifrostok in "Diplomatic Immunity".
Background
Blake works wherever the Commissioner is working. He puts a briefing folder down at every seat and lines each one up with the edge of the table before moving on. His open briefcase holds two lint rollers, one of them a spare, and a row of wipes for emergency stains, filed by the fabric they are meant for. A career in her service has made his own presentation a professional requirement rather than a matter of pride.
Personality
He is precise, quiet in company, and unwilling to lower a standard for a building that has no intention of meeting it. His Vladifrostok room offers a cot, a blanket with the texture of sacking, and one nail to hang a wardrobe on, and the noise the bedsprings make strikes him as a personal remark. Insects defeat him completely, and being told that the insect is the more frightened party does not help.

W-Series
In "Diplomatic Immunity", Blake lays out the folders for the shipboard delegation briefing, then works from a desk in the Commissioner's suite once the party reaches Vladifrostok, where he looks up long enough to identify the bundle Pawbert has carried in as the delegation's blazers. On the second night a cockroach big enough to match one of his hindpaws walks out from behind his wardrobe, and the sound Blake produces travels the corridor and reaches Luther in his sleep as a threat. Luther puts his shoulder through the unlocked door, comes in low and scanning, and finds Blake up on the cot with a claw aimed at the floor. He lifts the cockroach onto a newspaper, drops it out of the window, wishes Blake good night and goes back to bed. Pawbert stays behind to be kind about it and gets nowhere; told the insects are more frightened of him, Blake disagrees.
Key Relationships
Elizabeth McHerd
He has spent his career in the Commissioner's service, and it shows in how he keeps himself as much as in how he keeps her paperwork. On the trip he stays close to her suite and to the documents the delegation runs on.
Luther Pawthorne
The two of them meet exactly once, at two in the morning, with Luther standing in a doorway he has just knocked open over an insect. He removes the insect, says good night, and goes.
