S0WE24 - Diplomatic Immunity

"Diplomatic Immunity" is the twenty-fourth episode of the W-Series. The pack joins a Department of External Relations delegation to Vladifrostok — five days at sea and six in a city still rebuilding from the collapse of the climate system the Lynxleys built for it.

Synopsis

Nadine Tolliver, chief of staff at the Department of External Relations, calls to say Vladifrostok's reconstruction office has requested the pack by name and that Commissioner Elizabeth McHerd intends to honor it. Luther refuses before he hears the terms and relents once Pawbert mentions a free cruise. Five days out aboard the Royal Caribou ship Dawn of the Seas, Judy loses the crossing to a stomach bug and a care rotation nobody agreed to. Vladifrostok houses the delegation on the city's outer edge, where power arrives last and a kerosene lamp is the only light after dark. Unable to sleep, Nick smothers the lamp under the delegation's four government-issue blazers and burns matching holes through them by morning. The visit continues in that register: a wolf breaching a door because of a cockroach, a delivery app that floods the wing with food, a Commissioner's dinner eaten off her plate, and one embellishment that reaches print as a promotion Nick never had. Yuri Volkov, now Director of Reconstruction, walks Pawbert through what the Lynxley climate contracts cost Vladifrostok and holds none of it against him. At the farewell dinner a seating chart drawn from official rank strands Luther at the head table, where a question about the second year of a rebuild finds the limit of his coordination doctrine. The hosts send him home with a six-foot wooden wolf, which he puts face-to-the-wall in the library until Nick turns it around.

Plot

Nadine Tolliver, chief of staff at the Department of External Relations, calls Pawbert's phone on behalf of Commissioner Elizabeth McHerd. The request came from the Vladifrostok side — their reconstruction office asked for these four by name, the Commissioner decided it should be met, and clearances have come separately from Costa and Bogo for their own mammals. The public line will acknowledge only that some delegates worked the crisis; the rest stays off the record. Luther refuses before he has heard the terms, then relents when Pawbert names the free cruise and the ship's eighteen dining concepts. He agrees on one condition: the laptop comes with him.

The crossing takes five days aboard the Royal Caribou vessel Dawn of the Seas. At Wonderland the menus arrive blank and a waiter paints them legible with a water brush, and the meal finishes on three toadstools growing out of chocolate soil, modeled well enough to look dug up. By morning Judy is on the floor of the bathroom. The ship's medical officer puts it down to something food-borne, never proves it, and the toadstools get the blame anyway. Judy spends the rest of the passage in a suite under a care rotation nobody voted on: Pawbert cooking, Luther recording fluid intake in a notebook every fifteen minutes, and Nick lying next to her reading the ship's programming guide aloud until she breaks. The welcome briefing runs without her, and the host-committee sheet slid under the door becomes a coaster.

Vladifrostok comes out of the fog. Yuri Volkov stands third in from the right of the receiving line, wearing a government pin, positioned precisely where he wants to be. The delegation is billeted on the city's outer edge in a converted apartment block that the grid reaches last, so after dark a kerosene lamp is the room's entire lighting plan. Luther lowers the wick and leaves the lamp lit. At 3:04am, still awake, Nick hangs the delegation's four government-issue blazers over it, and they smolder through the night. Luther spends ten minutes over the remains next morning before he trusts himself with a sentence, and McHerd, counting four matching burn holes, warns Nick that a second fire will leave him behind.

The visit runs as one indignity after another. Blake screams at a cockroach the size of his hindpaw and Luther breaches the door at 2am to deal with it. Judy, recovered and bored, builds a timestamped observation log about a caribou who turns out to run host-committee event management. At the delegation dinner the dishes look communal and are not, and Nick works through McHerd's dinner for a full seven minutes while she refuses, as a matter of principle, to cause a scene at a host's table. A free afternoon, a delivery app with truncated item names and catastrophic lag, and a bundle that adds rather than replaces leave the delegation wing buried in food. A wolverine chef serves the best meal of the trip and follows it with a three-month fermented pudding, then refills the bowls.

Volkov's reconstruction tour runs out through the districts on the city's edge — a school finished and full, kits in its courtyard, a hospital wing open for business, and then three blocks further on, cracked facades and scaffolding that has stood long enough to grow moss. Walking beside Pawbert, he lays out how the arrangement worked. Every part, every specialist and every repair on the climate system had to be routed through Lynxley Holdings, written that way into the contracts, so the family was the only thing holding the system up; when Milton fell, the contracts fell with him and the system had nothing left to run on. Icener's wife died in the first year of the failures. Volkov says he is not raising any of it to wound him, and that Pawbert's presence is answer enough. Luther, in Vladifrostok for the first time in his life, watches cranes swing above the district that produced the mammal he killed.

Vodka at a reception and one embellishment offered to a city councilor put "Senior Strategic Advisor Nicholas Wilde" into the Vladifrostok Novaya Gazette — and put Nick himself on a panel about cross-jurisdictional emergency coordination. The delegation's press officer, Daisy, leaves a copy of the paper on his cot on her way out. Judy feeds him answers by text. When a journalist asks a question no text can cover, Volkov leans into his microphone and buries it in a joke about scaffolding.

Down the corridor, Matt is stalled at draft nine of McHerd's closing remarks when Luther stops in his doorway and gives him the only note he will ever get. The Root was betrayed rather than breached, Luther tells him, and no framework guided the crisis response, since it was written afterward, in the after-action, and only because improvising had cost so much. He starts to name the mammal who wrote it, stops, and leaves.

The farewell dinner is seated by rank, worked up by the protocol office from the public records, and Nadine recalls a beat too late that she was the one who took their call and confirmed Agent Pawthorne holds the senior post — which he does. Luther is put at the head table and the rest of the pack at Table 20 beside the kitchen. Pawbert mouths one word across the room. The Chief of Infrastructure asks him to lay out the sequencing of a reconstruction, takes the answer, and then raises the second year, where a doctrine built for the first ninety-six hours has nothing to offer. Luther gets out his notebook. Carved birchwood figures go down the table afterward, species-matched, and none of them is for him. Then four carriers come in straining under six feet of carved wolf.

Thirty miles north of the city, under the aurora, Luther is on a boulder with the laptop open, rewriting the part of the Copenhoofen assessment the dinner had just exposed. Pawbert asks on the bus back whether he looked up at any point. They fly out. Volkov comes to the airport by himself to tell them to return once the commercial district reopens. The wolf follows three weeks later in a crate; Luther stands it in the library with its face to the wall; Nick turns it around.

Red Alert 3 writes its own Soviet march as broad parody of the anthem form, which is what keeps the joke safe: it lands on the pomp, never on Vladifrostok. An anthem of overwhelming might sees out a delegation whose week amounted to burning holes through its own blazers and over-ordering dumplings.

• Commissioner Elizabeth McHerd and her staff are the WCFP counterparts of Madam Secretary's Elizabeth McCord and her team: Nadine Tolliver (chief of staff), Blake Moran (personal assistant), Matt Mahoney (speechwriter), Daisy Grant (press officer) and Jay Whitman (cultural liaison).
• Nick systematically eating McHerd's dinner is a homage to a Madam Secretary running gag about McCord getting her food stolen.
• Royal Caribou is Royal Caribbean, and the Dawn of the Seas follows the line's "of the Seas" naming convention. The ship is based on Anthem of the Seas; Wonderland, Coastal Kitchen, Izumi and the Windjammer are all real venues aboard it, and the SeaPlex Snack Shack is the SeaPlex Dog House renamed for a world with no dogs.

The unnamed Vladifrostok app it is measured against is modeled on Chinese super-apps such as Meituan and Alipay, and every fault Pawbert hits — the item names truncated by a box that will not wrap, the full-screen promotion with a near-invisible close button, the confirm control sitting where a Western app puts cancel, the bundle that adds instead of replacing — is a convention mismatch rather than a language barrier.
• The bar Polyarny takes its name from the Northern Fleet submarine base the Red October sails from in Tom Clancy's The Hunt for Red October. The word means "polar," which suits a bar in a permanently cold city.
• The Vladifrostok Novaya Gazette is named for Novaya Gazeta, the independent Russian newspaper whose name translates roughly as "New Gazette." The publication is banned in Russia following the invasion of Ukraine. Slava Ukraini.
