Fawnley Creighton
Fawnley Creighton is a deer and a former safety officer, killed before the events of S02E11 "The Cartographer" as the earliest of three victims of serial killer Orin Draftwell. She is never on the page; she reaches the story through a photograph on the evidence board and the case the ZSI-BAU builds around it. Her death, along with those of Mark Bandit and Cedric Damm, drives the investigation that forms the central plot of the episode.
Background
Fawnley Creighton worked as a safety officer at a construction site where an incident resulted in two deaths. An official investigation ruled the deaths accidental, and Creighton was cleared of wrongdoing.

S02E11 "The Cartographer"
Creighton is introduced during the ZSI-BAU briefing as the first of Draftwell's three victims, killed four weeks before the episode's events. Spencer Reid presents her case alongside those of Mark Bandit and Cedric Damm: all three were involved in incidents that resulted in civilian deaths but were cleared by official investigations.
Creighton fits the profile the unit builds around the killings. Tara Lewis describes the offender as targeting mammals who escaped accountability, or who he believes escaped it — mammals the system cleared, rightfully or not. Two mammals died at Creighton's construction site, and the investigation ruled it accidental, finding no fault on her part. Reid names the danger in that reasoning: the killer has convinced himself he is a righteous judge, but some of these victims may have been genuinely innocent, and the investigations that cleared them may have been correct.
When Draftwell is arrested in his underground workshop, Derek Morgan names all three victims in the charge, Creighton among them.
Aftermath
As the earliest of the three killings, Creighton's death is where the pattern the BAU profiles begins, and Reid's caution applies to her case as directly as to any of them — nothing in the record establishes that she was at fault, only that Draftwell decided she was. On his way out of the building, Reid stops to say that the case files should record plainly that not all of Draftwell's victims were what he claimed, because nobody should be archived as a flaw in a system, and Bogo gives him his word that they will.
