Orin Draftwell, known within the Lynxley Network as "The Cartographer," is a groundhog and a serial killer who appears in the Criminal Minds crossover episode of We Can Fix Pawbert. A former municipal surveyor who fed infrastructure information to the Lynxley organization for thirty years, Draftwell began killing mammals he believed had "escaped accountability" after the Lynxley family's collapse, dumping their bodies at old Lynxley operational sites. Draftwell worked as a municipal surveyor in Zootopia for thirty years, a position that gave him intimate knowledge of the city's infrastructure---tunnels, utility corridors, maintenance access points, and decommissioned facilities. He leveraged this knowledge to serve the Lynxley organization as a contractor, feeding them infrastructure data under the personnel designation "CARTOGRAPHER - Level 3 access."
He was meticulous by nature, keeping detailed physical records on everyone he worked with---not out of loyalty to the Lynxleys, but as leverage. When the Lynxley family was arrested and the network collapsed, Draftwell disappeared. But the collapse left him unmoored. The system he had served---corrupt as it was---had given his work purpose. Without it, he turned to murder.
Personality
Draftwell is a systems thinker who views the city itself as a machine. Mammals are components in that machine, and those who malfunction---who escape consequences, who slip through cracks in accountability---are flaws to be corrected. He does not see himself as a murderer; he sees himself as a maintenance worker performing necessary corrections.

When mammals connected to the defunct Lynxley network began turning up dead at old Lynxley operational sites, the BAU was called in to profile the killer. The team---Prentiss, Rossi, Reid, JJ, Morgan, Tara, and Garcia---identified the unsub as a former infrastructure contractor using his knowledge of decommissioned sites as dumping grounds.
Cattrick provided the location: an abandoned municipal building in the Nocturnal District. Morgan led the arrest at Draftwell's workshop, where Draftwell was taken peacefully.
The critical discovery came from Draftwell's files. Among decades of meticulous records, Garcia found a file on Soren Natz---Pawbert's first love, long believed to have been killed by Milton. The file's status read: "RELOCATED." Not "TERMINATED." Soren was alive.
This discovery triggered the Soren arc that continued into S02E12, when Pawbert made contact with Soren via secure video call and received permanent closure.
