Synopsis

Plot

The episode opens in the Canal District, where Cedric Damm, a beaver maintenance worker finishing his shift, is confronted in an empty parking lot by an unseen figure. The voice accuses him of falsifying safety reports on the Rainforest District drainage system fifteen years earlier—reports that led to three deaths in flooding. Damm is killed by someone who views himself as correcting flaws in the city's system.

At Site Two, the pack receives an urgent summons from Chief Bogo. At ZPD Headquarters, Bogo presents crime scene photos showing three victims dumped at infrastructure locations—a maintenance tunnel, storm drain, and access shaft. All three sites are old Lynxley operational sites from decades ago. Pawbert recognizes them immediately from passing mentions by his father. Agent Corbin confirms ZSI involvement due to the Lynxley methodology, though the serial killing pattern doesn't match Clawrence's coordinated terrorism.
