Russell Jackhorn appears in S02E16 "The Wall" during the Clawrence terrorism crisis. When the weather wall between Tundratown and Sahara Square is attacked, he serves as Mayor Winddancer's primary advisor in the Emergency Operations Center at City Hall.
As casualty reports arrive, Jackhorn delivers the grim updates to the Mayor: thirty-two confirmed dead at the wall, over sixty hospitalized for temperature exposure, eight critical. When Winddancer asks about the timeline for restoring the wall to full functionality, Jackhorn reports that engineers estimate six to twelve hours — prompting the Mayor's terse response that they do not have twelve hours.
When Winddancer turns from the map and asks what the mammals behind the attack actually want, Jackhorn has no answer for him, and at that point in the crisis nobody else in City Hall does either.
He returns in "The Ask" for the clemency hearing on Pawbert Lynxley's sentence, seated beside the Mayor at the dais with a tablet in his lap and taking notes through the proceedings. The ruling Winddancer delivers from the bench is Jackhorn's work: he spent hours on the script, getting the language right for a former actor and natural speaker who is not a lawyer. His stylus stops moving as the Mayor reaches the part that commutes the sentence. Afterward Winddancer leans over to thank him for the script, and Jackhorn answers that the Mayor delivered it well.
Season 5
Jackhorn is at Winddancer's shoulder again at the double wedding in "Always", on the lawn at the World Celebration Gardens while the Mayor takes in the turnout and marvels that he was personally asked to officiate. Long-suffering as ever, Jackhorn supplies the reason: Detective Hopps called Winddancer "the mammal who believed in second chances," and when the Mayor asks whether she really said that, Jackhorn confirms it was word for word.
