Background

Buchanan has been doing the job for ten years. The overnight shift is the posting where nothing happens โ€” a thin crew watching a stable board through the quiet hours, escalating the occasional fault and handing the room back at dawn. Nothing in that decade prepares him for a night when the entire grid goes at once.

In "Misdirection", Buchanan is supervising when the holographic map turns red district by district faster than his analysts can clear the alerts. Dessler calls the cascading station failures up out of the pit and Almeida relays that the ZFD is already fielding mass-casualty reports from Sahara Square and Little Rodentia. Buchanan braces both paws on his desk, orders dispatch raised at every precinct, and looks at the board long enough to understand that no malfunction produces that pattern.

He names it as an attack, reaches for the all-paws alert, and puts the Crisis Coordination Center on Condition RED โ€” every mammal to stations, and no ambiguity about whether it is a drill. It is the moment ZSI's posture shifts from monitoring a fault to answering a coordinated attack on the city.

W-Series

In "The Call" he holds the Unit Chief chair Luther declined and is at Copenhoofen commissioning the backup Crisis Coordination Center site on the night the grid goes red, which means he watches his own floor run a citywide catastrophe from a video panel. He hands Luther the room outright, runs strategic support from Bravo, and after the abort tells him it was well run; Luther answers that it ran itself, and that Buchanan drilled it.
