Zootopia Security Intelligence
Zootopia Security Intelligence (commonly ZSI) is the intelligence and investigation agency of the Zootopia city-state. It handles cases beyond ZPD jurisdiction, including counterintelligence, terrorism, and organized crime.
Overview
ZSI serves as Zootopia's primary intelligence agency, functioning as a hybrid of the FBI and CIA. Importantly, ZSI is a city-state agency, not a "federal" agency — Zootopia operates as an independent city-state with no federal government above it.
The agency works closely with the ZPD on major cases, often embedding agents in police operations. Luther Pawthorne served undercover within ZPD operations during Seasons 1-3 before his identity was exposed, after which he transitioned to a formal ZSI-ZPD Liaison role.

The Behavioral Analysis Unit is a department within ZSI (not a separate agency) that handles psychological profiling and threat assessment. The unit is staffed by the Criminal Minds crossover team.

Reacher Team (Field Operatives)
The Reacher team consists of ZSI field operatives who handle crisis response and high-risk operations. They serve as Luther's colleagues and the series' primary crossover with the Reacher franchise.

Facilities
ZSI Headquarters
The main ZSI headquarters building, location unspecified. In "All Paws", Icener's forces assault ZSI HQ, causing significant damage including a loading dock collapse that traps Luther. Director Costa sustains an arm injury during the attack.
Crisis Coordination Center (CCC)
Called "Triple-C" in dialogue, the CCC is ZSI's command center for major operations. Director Costa built the CCC eighteen months before Season 5, following the Lionheart crisis. The pack coordinates from the CCC during major operations in Season 5.
History
Season 1
ZSI first appears when Luther reveals himself as an undercover agent during the hit squad attack in "Breach". Prior to this, Luther operated as "Officer Luther" within ZPD, with no indication of his ZSI affiliation. The Reacher team arrives in the same episode to run the extraction, and holds the safehouse through Luther's recovery in "Convalescence".
Season 2
ZSI embeds Luther as "Rook" in ZCF to investigate threats against Pawbert. Director Ramshorn oversees operations throughout the season.
Season 3
Luther's undercover identity is permanently compromised when Leodore Lionheart exposes him on live television during the City Hall siege in "A Wanted Mammal". Director Ramshorn ends Luther's undercover career and reassigns him to ZSI-ZPD Liaison.
Season 4
Luther begins his formal role as ZSI-ZPD Liaison at Precinct 1, in an office Ramshorn approves for transfer out of ZSI headquarters. Ramshorn then takes responsibility for the Lionheart failure. The compromised wolf in Winddancer's detail had come out of ZSI's own Special Activities Division, and Ramshorn's position is that an agency breached from the inside needs a director who was not running it at the time, so he resigns. Director Costa succeeds him between Seasons 4 and 5.
Season 5
ZSI leads the response to the Icener crisis. Key events include:
- "Golden Age": ZSI operatives Perkins, Botasky, and White killed in Vladifrostok
- "Climate Control": Costa tacitly authorizes contact with Mr. Big
- "All Paws": ZSI HQ assault; Luther trapped in loading dock collapse; Costa injured
- "Without Options": Shaw, on protective detail at Pawthorne Mansion, is shot clearing the grounds and empties her weapon into the air to warn Luther and Pawbert of the ambush
- "Final Position": Costa commands the assault on Reptile Ravine, where Icener has consolidated over the lighthouse and the access to The Root beneath it
