Emmitt Otterton
Emmitt Otterton is an otter, a florist, and the missing mammal whose case Judy staked her badge on in Zootopia. In We Can Fix Pawbert he belongs to the background of Judy and Nick's history until the W-Series, where he first appears on the page, in Luther's flashback in "Good Wolf", where he is the otter behind the glass at Cliffside Asylum.
Background
He went savage and vanished during the Night Howler crisis, one of fourteen predators reported missing across the city, and was held with the rest of them at Cliffside under Mayor Leodore Lionheart's secret containment. His wife came to Precinct 1 every morning to ask whether there was news. Judy volunteered to find him, was given forty-eight hours, and found him and the others on the island. When the cure came through he woke up with his wife's paw already in his and his children climbing onto the bed before the nurses could object.
Series History
W-Series
In "Good Wolf", Luther remembers him in a cell scaled for an occupant several times his weight, middle-aged and small even for an otter, pacing a circuit tight enough to make the room look huge around him, savage most of the time like every other resident. Now and then, when the circuit brought him level with the corridor, he stopped, rose, and laid one forepaw flat on the glass and kept it there. Luther broke stride the first time he saw it; he reported it to the senior wolf as possible retained recognition and recommended a medical assessment, and two shifts later he reported it again. The senior wolf entered a single line in the log and closed the question.
Luther learned his name years afterward, in the reviews, and held it with the other fourteen without ever saying one aloud. At the kitchen table he says this one first. Judy gives him the rest, Mrs. Otterton in the precinct lobby morning after morning, the morning she no longer needed to come, and the hospital room where Emmitt woke with his wife's paw in his. Every mammal Luther carried in went home. His name opens the litany Luther says over the review at the close.

Luther Pawthorne
The wolf on the corridor who saw a mind reaching through the glass and could find no channel to report it through. Emmitt never knew him; Luther has carried his name for years.

The officer who found him. She was in the lobby for his wife's mornings and in the hospital for his waking, and she is the one who can tell Luther that he went home.
