Precinct 1
Precinct 1 is the primary ZPD precinct located in Savanna Central and serves as ZPD headquarters. It is Nick and Judy's home precinct and the base of operations for much of the series' police work.
Description
Precinct 1 is the largest ZPD facility, housing both patrol operations and administrative functions. The building features the iconic reception desk staffed by Clawhauser, multiple floors of offices and bullpens, and direct access to Chief Bogo's office.

Luther's Office
Luther's liaison office sits at the end of a corridor running off the bullpen, behind a door whose placard reads ZSI-ZPD LIAISON. It is small but functional, and it has no window — a fact Luther reports by text on his first morning in the same breath as the news that Clawhauser has made him a sign. Clawhauser also picked out the lamp, on the grounds that nobody needs fluorescent lighting, and its warm light falls across a desk that is usually covered in files. A plant stands in the corner; it survives Luther's long absences because Judy waters it.
The original Chart hangs here, framed in mahogany with cream matting behind museum-quality glass, the treatment Nick commissioned for Luther's birthday. Luther keeps a whiteboard for operational planning, and it travels when it has to — the Nine-Nine borrow it for the heist briefing at Pawthorne Mansion.
History
Season 1
Precinct 1 serves as the administrative center for the Lynxley investigation. Nick and Judy operate from here while working with Luther and Pawbert to dismantle the Lynxley network.
Season 3
Precinct 1 is compromised from the inside during the Lionheart crisis. After a courier dies in holding, Nick and Judy work the personnel list name by name and narrow it to Officer Jasper Paddock, a beaver who transferred in from municipal maintenance six years earlier with a record too unremarkable to be real. Nick takes him down in the parking structure with a packed go-bag already over his shoulder. Paddock had kept a service credential live in the building's systems the whole time, renewing it every cycle under the name of a technician who had retired years earlier.
Season 4
Director Ramshorn approves Luther's transfer in "Transfer", moving the ZSI-ZPD liaison office to Precinct 1; Luther works his first day there openly in "Liaison", badge on his belt with LIAISON printed beneath his name. It is his first visible assignment under his real name after fifteen years of being whoever an operation needed him to be. The pack — Luther, Nick, and Judy — commute to Precinct 1 together from Pawthorne Mansion, Luther driving.
Season 5
During the Icener crisis, Precinct 1 coordinates citywide emergency response alongside ZSI and ZFD. In "Strike" the building itself is hit: a device planted at the loading dock kills the officers closest to it and turns the precinct into a flashing alert marker on the Crisis Coordination Center's city map. It is one of the crisis's major escalation points, and the lobby is still visibly damaged when Precinct 7's officers arrive for the joint staging briefing in "Cost of Entry". Once the crisis is over, Bogo calls Nick into his office here and promotes him to Detective.
Significance
Precinct 1 represents the institutional side of justice in Zootopia — the official channels through which the pack operates. It contrasts with ZSI's more covert approach and serves as the public face of law enforcement in the series.
The precinct also symbolizes Luther's transition from shadow operative to visible officer. His assignment as ZSI-ZPD Liaison brings him into the open for the first time in his career.
