Precinct 1
Precinct 1 is the primary ZPD precinct located in Savanna Central and serves as ZPD headquarters. It is Nick and Judy's home precinct and the base of operations for much of the series' police work.
Description
Precinct 1 is the largest ZPD facility, housing both patrol operations and administrative functions. The building features the iconic reception desk staffed by Clawhauser, multiple floors of offices and bullpens, and direct access to Chief Bogo's office.

Luther's Office
Luther's liaison office is a small room off the main bullpen, converted from a storage closet when the liaison role needed a permanent address. The office is windowless, with no natural light. A lamp on the filing cabinet — chosen by Clawhauser when Luther first moved in — provides warm light across a desk that is never cluttered and never bare, files arranged in a geometry that reflects the mammal who occupies the space. A plant sits in the corner, kept alive by Judy, who waters it during Luther's absences. Filing cabinets line the walls, consistent with the room's original purpose as records storage.
The original Chart, professionally framed in mahogany with cream matting, hangs on the wall — what "Complacency" calls "a monument to his first extended recovery." A whiteboard serves operational planning and is occasionally borrowed for offsite briefings, including the Nine-Nine's heist planning session at Pawthorne Mansion.
Luther has a reserved parking spot close to the elevator, a perk of the liaison role, marked with a small placard he never requested and has never removed.
History
Season 1
Precinct 1 serves as the administrative center for the Lynxley investigation. Nick and Judy operate from here while working with Luther and Pawbert to dismantle the Lynxley network.
Season 3
During the Lionheart crisis, Precinct 1 is revealed to have an inside threat. Officer Thornwood (beaver), a six-year plant, is identified as a mole who facilitated the assassination of a courier in custody. The discovery of internal compromise forces a quiet investigation led by Bogo.
Season 4
Luther begins his role as ZSI-ZPD Liaison at Precinct 1 in S04E05 "Liaison". This marks his first visible assignment under his real name after fifteen years of undercover work. The pack — Luther, Nick, and Judy — now commute to Precinct 1 together from Pawthorne Mansion.
Season 5
During the Icener crisis, Precinct 1 coordinates citywide emergency response alongside ZSI and ZFD. The precinct bombing in S05E13 "Strike" marks one of the crisis's major escalation points.
Significance
Precinct 1 represents the institutional side of justice in Zootopia — the official channels through which the pack operates. It contrasts with ZSI's more covert approach and serves as the public face of law enforcement in the series.
The precinct also symbolizes Luther's transition from shadow operative to visible officer. His assignment as ZSI-ZPD Liaison brings him into the open for the first time in his career.
