Perry Stackwell
Perry Stackwell is a marmot in his fifties and a former offshore accounts handler for the Lynxley Network in We Can Fix Pawbert. Nick and Luther find him on the floor of his burning office in "Station 118", the network having decided to silence him, and carry him out. What the fire buys the investigation is his cooperation.

Background
Stackwell handled the Lynxley offshore accounts until Sterling Pebbleworth took the work off him, and by Pawbert's account he never forgave it. What Milton complained about was the filing: an accountant who documented transactions nobody was supposed to document, convinced Sterling would one day rewrite the books to bury him. The habit was a feud with a filing system, and it left a second version of the truth sitting in a small office in Canyonlands.
When the network began coming apart under investigation, Stackwell became a liability, and it tried to burn him with his records. The job was later tied to the fixer designated "Brushfire" ("Precinct 99"), who was captured after the accelerant signature matched earlier work and the Reserve payment trail produced a name ("Stay").

Season 1
S01E10 "Station 118"
The team traces Stackwell through Sterling's files to a third-floor office in Canyonlands and goes to collect him and his ledgers. Nick and Luther come up the stairwell and smell industrial accelerant on the third-floor landing. Somebody has been there first. They kick the door in, find the marmot on the floor beside an overturned chair with his files burning around him, and get him out; Nick carries away as much of the paper as his arms will hold.
On the sidewalk, Pawbert opens one of the salvaged folders and locates the real value in it. The columns are his father's system, which Stackwell had copied, but the margins are full of writing the system never permitted: dates, initials, questions, who ordered what and who called the meeting. The annotations, not the ledgers, are the evidence.
Stackwell is hospitalized for smoke inhalation. From the bed, with a cannula under his nose and Pawbert listening from the doorway, he tells Luther and Judy that the network promised him protection in exchange for silence and then tried to kill him, that he does not know who set the fire, and that the organization is eating itself now that Milton is gone. He offers full cooperation and asks to be kept alive. Luther tells him that is the plan.

Nick and Luther go up those stairs to collect a witness and his paperwork, and come back down carrying him. The reversal does the work no interview could have: the mammals investigating him are the ones who pulled him out, and the organization he protected is the one that lit the match.
The Lynxley Network
Stackwell's arc follows the pattern the investigation keeps finding: years of service, then expendability the moment the operation is threatened. He was promised protection in return for staying quiet, and the promise held exactly as long as his silence was cheaper than his death.
