Ralph Packard
Ralph Packard is a male timber wolf and a ZPD officer assigned to Precinct 4 in Canyonlands, introduced in the W-Series. He came up through the Zootopia Police Academy class that Luther infiltrated under the name Bark Grumpiski, where he was the most physically capable cadet on the roster and the least interested in what the rest of his squad was doing.
Background
Packard is the youngest of seven in a large wolf family in Canyonlands. In a house that size, an unremarkable kit is an invisible one, and the only method he found for being seen was to be bigger about everything than six older siblings. The habit followed him through school and sports and into the Academy, where it produced a cadet who won every exercise and lost every team.
Personality
Packard is loud, athletic and openly competitive. He arrives in a room already assuming he will be the best thing in it, and he usually is, which is where the trouble starts: talent that never had to share credit never learned to wait for anyone. Under the performance sits a question he manages to say out loud exactly once, about what is left of him when nobody is watching. He is not stubborn once the point is made without contempt. Told that his squad lives or dies on what he does, he listens, and it sticks.
Series History
W-Series
In "Recruit Grumpiski", Packard is one of three cadets in Omega Company that Luther is embedded to assess. He puts himself at the front of every formation and runs every exercise for the gallery, going alone into the containment drill and winning the Scaled 1v1 with a tackle that takes the target down and forgets everything behind him. Major Friedkin's verdict is that he won the fight and lost his team. He starts taking the seat beside the older recruit at meals, unable to account for how little the wolf wastes, and Luther finds him alone behind the barracks after another failed drill and talks about years of work that carried no name and no credit, and the mammals who finally made the performance unnecessary. In the final assessment Packard waits for the count on the breach, then turns and asks his team for help against a rhinoceros no cadet can subdue alone. He graduates to Precinct 4. His mother pins the badge; six older siblings make themselves heard.
In "Scare Tactics", Packard returns to Pawthorne Mansion for the operation Luther runs on Nick, playing an invented Pawthorne ancestor in stage makeup and working the dark corridor and the guest wing stair. When the lights come up he is also the one with a grip on Nick's elbow, pulling him back onto his feet. Afterward he thanks Luther for letting the three of them help, and nobody goes home.

Luther Pawthorne
Packard attaches himself to Luther at the Academy well before he can explain why. He reads precision in a wolf twice his age and wants it, and what he gets instead is the thing his showboating was substituting for: a mammal who kept turning up when there was no audience. The gratitude outlasts the Academy. Packard says yes when Luther comes looking for cadets, and still calls him sir.
Miles Mobian and Jack Savage
The three of them come out of the same class and stay a unit. Packard's final assessment works because he asks Mobian to read the corridor and Savage to take the high ground, which is the first time his Academy talent gets pointed at anything other than himself. They turn up at the mansion together, and by the end of that night Savage is sitting on the floor against his knee.
