Zootopia Police Department
The Zootopia Police Department (commonly ZPD) is the primary law enforcement agency of the Zootopia city-state. It serves as the city's police force, handling criminal investigations, patrol operations, and public safety.
Overview
The ZPD operates as Zootopia's city police, with jurisdiction throughout all districts. Chief Bogo serves as the highest-ranking officer in the department — there is no Commissioner above him. The department works closely with Zootopia Security Intelligence on cases requiring intelligence resources or involving terrorism and organized crime.

ZSI-ZPD Liaison
After Luther Pawthorne's undercover identity was exposed in "A Wanted Mammal", he transitioned to a formal ZSI-ZPD Liaison role beginning in "Liaison". This position facilitates coordination between ZPD and ZSI on joint operations.
History
Zootopia 2
The ZPD plays a central role in the events of Zootopia 2, including the investigation of the Lynxley crime family and the arrest of Pawbert Lynxley.
Seasons 1-3
Nick and Judy serve as ZPD officers attached to the Lynxley case, working from Site Two and later coordinating with ZSI operations. Chief Bogo maintains oversight of their assignment.
Season 4
Luther begins his formal ZSI-ZPD Liaison role from an office at Precinct 1. Clawhauser announces him across the whole lobby on his first day and produces a paw-lettered banner in glitter, surrounded by paw prints and marker-drawn handcuffs, that reads WELCOME AGENT PAWTHORNE.
Season 5
The Precinct 1 bombing in "Strike" marks the most significant attack on ZPD in the series:
- Bogo reads the delivery driver at the loading dock, steps into the shot to shield Clawhauser, and orders the building cleared before the van detonates
- Chief Bogo suffers a shattered leg, requiring a permanent cane, and is told he will not return to field duty
- Multiple officers injured
- Captain Hoggbottom assumes acting command and runs the precinct through the rest of the crisis
- Surviving staff report to a temporary command post at Precinct 3 while the building is worked as a crime scene
Precinct 1 is back in operation by "Cost of Entry", scaffolded and sheeted over but deliberately open. Bogo returns to the bullpen in "Complacency", walking with the cane, and Hoggbottom hands the precinct back to him.
Key Relationships
ZSI Coordination
ZPD works closely with ZSI on major cases. Luther's undercover assignment (Seasons 1-3) and subsequent liaison role (Season 4 onward) exemplify this cooperation.
Pack Members
Nick Wilde and Judy Hopps are the ZPD's primary representatives in the pack. Judy makes Detective before the Icener crisis begins and is addressed by the rank from "Golden Age" onward; Bogo promotes Nick in "Complacency", admitting he had been finding reasons to delay it.
Trivia
- Chief Bogo is the highest-ranking ZPD officer; there is no Commissioner position.
- The ZPD is a city-state agency, not municipal — Zootopia operates as an independent city-state.
