Brock

Brock is an elderly badger and the facilities manager at the Tundratown-Sahara Power Substation in We Can Fix Pawbert. He is one of the survivors of the substation explosion in S02E07 "Collateral" and provides ZSI with crucial witness testimony about the attack.

Background

Brock worked as a facilities manager at the Tundratown-Sahara Power Substation, one of the largest power facilities in Zootopia that feeds the weather wall between the Tundratown and Sahara Square districts. He was present in the control room on the east side of the building when the coordinated explosion occurred.

Brock is admitted to Zootopia General Hospital following the substation explosion. Luther and Pawbert interview him in Bay 12 as part of the ZSI investigation into the attack.

Despite his injuries---bandages on his arms and an oxygen tube---Brock is alert enough to provide valuable testimony. He describes being in the control room checking overnight logs when the explosion occurred. The logs showed everything normal: power levels stable, climate feed steady. When asked about security, he explains that while everyone is badged at the gate, there are "blind spots" in the facility---maintenance tunnels and service corridors where someone who knew the layout could move unseen.

Brock's most crucial observation is his description of the sound before the explosions: a low pulse, three times, followed by three simultaneous blasts "like dominoes." This confirms for Luther and Pawbert that the attack used sequential detonation with timed charges---a signature of professional, coordinated terrorism.

He also confirms that the east wing---where the worst damage occurred---housed offices, break rooms, and a secondary monitoring station, while the weather wall interface itself was in the west wing that remained standing.
