The Prison Operation

Ross first appears in "Rook" in Warden Hartwell's office at ZCF, laying out intercepted chatter about probed guard schedules and specific threats against Pawbert, and pushing the undercover placement past Hartwell's objection that protective custody inmates are isolated for a reason. He presents Luther to the warden as "Rook," a violent transfer from the Northern Territories with a useful skillset, and calls him insurance. That afternoon he briefs Chief Bogo, Nick, and Judy at Precinct 1; when Nick refuses to accept "classified" as an answer and Bogo nods him on, Ross opens the weather wall file — legacy access points, hardcoded override protocols the city does not know exist, and a patient, well-resourced effort to reach them.

After the shower block attack in "Protective Custody", Ross has nothing to give Hartwell but process, and the warden answers with a forty-eight-hour deadline before he locks the facility down. Once the pack reaches Site Two in "Safehouse", Ross messages Luther demanding that ZSI briefings begin immediately; the counter-call is Pawbert's, made from the window, and Luther only relays it.

Consultant Period

Ross and Pawbert meet for the first time in "The Vacuum", in the lobby at ZSI Headquarters, where Ross introduces himself as the lynx's primary handler. Across a full day of briefing he lays out the shape of the threat — shell companies absorbing rivals instead of competing with them, military-grade explosives, weather wall credentials stolen from three facilities in six weeks, former Lynxley contractors vanishing when they refuse work. He names Pawbert a consultant rather than a witness, reassigns Luther to the protective detail under his existing ZPD cover, and waves off the theory that the prison assault was a security probe on the grounds that nobody spends forty mammals on a security audit. When the intercepts surface the single word NEPHEW and Pawbert answers that his father had a brother, Ross sets down his pen, writes a note to himself and underlines it twice. Pawbert and Luther bring him back to the dismissed theory that afternoon with the breach map; Ross concedes it is not impossible and agrees to keep it open, though without a target or a motive he calls it a pattern that might not be a pattern. He closes the day by putting Pawbert on the schedule twice a week and telling him dead ends are still information.

In "Collateral" Ross runs the substation response from a mobile command post, accepts Luther and Pawbert's reading that the blast was reconnaissance rather than destruction, and sends the pack to Zootopia General to take statements while the survivors' memories are fresh.

"The Uncle" is his largest investigative turn. He opens the briefing with the identification the season has been building toward — Milton's half-brother Clawrence Lynxley, officially killed in a vehicle accident thirty years earlier — reached by matching operational signatures in the shell company filings against Lynxley business records from before the supposed death. Unable to say whether Clawrence survived or someone inherited his methods, he asks Pawbert to search the manor for anything the original investigation cataloged but never removed, then delivers Milton's condition: the old lynx will talk about his brother, but only to his son. When the manor photographs reach evidence processing and establish that Clawrence designed the weather wall systems rather than merely maintaining them, the careful neutrality Ross wore all morning drops away. He takes Luther's report by phone that night, concludes Milton may genuinely not know whether the accident killed his brother, and turns to Cattrick and Kitty as the next source — insisting that whether to approach them is Pawbert's decision to make.

He reports Milton's total withdrawal of cooperation in "Blood Relations" and pivots the pack to the siblings, then runs the raid on the Grizzly Falls complex outside Beaverdam from a mobile command post, putting Luther with Alpha team and Nick and Judy on perimeter coordination, with orders to take the occupants alive because ZSI needs what they know.

Through the middle of the season Ross works the case at a distance. He texts Luther in the small hours of "Quiet Room" while the pack waits on ZSI's cryptanalysts. He takes ZSI's seat at Bogo's desk in "The Cartographer" and argues that a killer dumping bodies at old Lynxley sites has to be treated as Clawrence-related until proven otherwise, even though the methodology does not match. He offers the diplomatic channel that makes a secure video call to Soren possible in "Return Address", and puts ZSI's systems on Tempest Holdings after Luther briefs him in "Nine-Nine".

The Siege

When Clawrence brings a section of the weather wall down in "The Wall", Ross drives Pawbert to the site himself and holds him at the perimeter until the scene is cleared, while his team works the shell companies behind the shooters in custody. He joins the Precinct 1 briefing by speakerphone after the safehouse assault in "Foxhole", reporting partial plates and the same dead-end shell structure, and Judy coordinates with him on comms through the counterattack in "Tempest". In "The Crown" he runs the ZSI operations center as Clawrence broadcasts from the Central Weather Interface, tracking the signal and feeding the tactical teams in the field; when Pawbert refuses the throne on camera, Ross's jaw loosens by a fraction and the room around him goes quiet.

Resolution

A message from Ross in "Aftermath" closes out the active threat and ends the protection detail — Clawrence in custody awaiting trial, no additional threats identified — which is also what sends Pawbert back to prison; a second message tells the pack that for what it is worth, they did right. He testifies at Pawbert's clemency hearing in "The Ask", describing the lynx's work during the siege as genuine insight rather than performance and supporting the petition without reservation. Outside the chamber he and Luther pass each other with nothing but a rank apiece, the ZPD cover holding even there.
