Jay Whitman is a maned wolf and one of two cultural liaisons attached to Zootopia's Department of External Relations delegation. He is introduced in the W-Series, traveling to Vladifrostok with the delegation in "Diplomatic Immunity".

Background

The Vladifrostok delegation runs to thirty mammals: the Commissioner's staff, a security detail, the pack, and two cultural liaisons. Jay is one of the two, on the trip for cultural work rather than for diplomacy or security.

Personality

He is very tall, mostly leg, and nothing about him moves quickly. A diplomatic scene breaking out in his own corridor does not get both of his eyes open. Where the rest of the delegation weighs how a thing will look once it is reported, Jay weighs whether the food is any good.

Series History

W-Series

Jay's one scene in "Diplomatic Immunity" comes after Pawbert misjudges a delivery order badly enough to bury the pack's room, and the surplus spreads into the corridor with Nick knocking on doors to give it away. Nadine reaches the end of the hallway, takes in the stacked containers and the delegates standing around eating, and demands to know how a relief delegation looks doing this. Jay is in his own doorway with a piroshki and his eyes mostly shut. He opens one of them long enough to say the food is good, and Luther backs him, telling Nick to order more the next day. The eye closes again; further down the corridor, more doors open.

Nadine Tolliver

Nadine spends the trip managing the delegation's reputation and Jay spends it declining to worry about the delegation's reputation. His contribution to her one confrontation with the pack is to take the pack's side, mildly, without opening both eyes.
