Nadine Tolliver
Nadine Tolliver is a binturong and the chief of staff to Commissioner Elizabeth McHerd at Zootopia's Department of External Relations. She is introduced in the W-Series, running the DER delegation to Vladifrostok in "Diplomatic Immunity".
Background
Nadine runs the Commissioner's office rather than her policy: itineraries color-coded by day and event type, briefings convened, replacement clothing sourced overnight, a headcount at the airport conducted passport by passport. She is also who a host government's protocol office rings about precedence.
Personality
Disorder registers with her as a failing rather than an accident. She sets a document down and is already moving on before anyone has taken hold of it, her reading glasses pushed to the very tip of her muzzle and her tablet rarely out of her paws. With Nick the diplomatic register drops away entirely.
Series History
W-Series
Nadine opens "Diplomatic Immunity" as a voice on a speakerphone, explaining that Vladifrostok's reconstruction office asked for the pack by name and that the Commissioner chose to honor the request. She distributes the itineraries aboard ship, Nick's highlighted in yellow from top to bottom, and convenes the welcome briefing that Judy misses from the suite. When Pawbert turns up at the Commissioner's door with four ruined delegation blazers in a bag, she takes on replacing them and confirms there are no spares.
The rest of the visit gives her a delegation wing buried in delivered food, a foreign newspaper describing a ZPD detective as a senior strategic advisor, and a seating chart she reads twice before remembering the call that produced it. She arranges cargo shipping for Luther's parting gift and tells him he is paying for it. Thirty miles north of the city, on a bus she has spent working, she puts the tablet down and looks up at the aurora with everyone else.

Nadine is the buffer between the Commissioner and everything the trip throws at her, answering the door of McHerd's suite and absorbing what would otherwise reach her directly.
Nick Wilde
Nick is the reason Nadine's job is difficult, and both of them know it before the ship leaves port. She is still raising his invented newspaper title at the airport days later.
