Pawley
Pawley is an otter and a ZPD dispatcher at Precinct 1 in We Can Fix Pawbert, one of the fourteen mammals with access to holding on the night Quillford died there, and the one whose account turns the investigation.

Pawley appears in "Claw and Present Danger". Nick and Judy spend the day working fourteen personnel files down by alibi, and Pawley is still on the list because the log puts him inside holding during the window.
Nick takes the interview at the dispatch station. Pawley explains it simply: the second-floor bathroom was out of order, so the one near holding was the one available. Asked whether anyone saw, he offers Paddock without hesitation — the beaver was coming out as he was going in, and said he was checking something. Pawley thought nothing of it, and clears his own account in the same breath.
Pawley never learns what that answer did. Paddock was on neither detective's priority list — six years at the precinct with a spotless record — and it is Pawley's offhand answer that puts him outside holding during the camera gap and opens the case.
