Officer Paddock
Officer Jasper Paddock is a beaver who served as a six-year sleeper agent embedded in Precinct 1. Originally from municipal maintenance, he was planted to serve Leodore Lionheart's eventual escape plan and is responsible for the murder of the courier Quillford in police custody.
Background
Paddock transferred from municipal maintenance to Precinct 1 six years before the events of Season 3. His unremarkable service record was deliberate — he was waiting, maintaining his cover while the Lionheart conspiracy slowly put its pieces in place. His background in maintenance gave him knowledge of facility systems, including the camera networks.

S03E05: "Claw and Present Danger"
Nick Wilde and Judy Hopps work through fourteen personnel files of mammals who had access to holding when Quillford died in custody, clearing them one at a time. Paddock is not on either of their shortlists — a six-year veteran with a spotless record is exactly the officer nobody looks at first — until Dispatcher Pawley, cleared in the same pass, mentions having seen Paddock coming out of holding that night. His file turns the sighting into a case: transferred in from municipal maintenance, quiet, competent, and too unremarkable.
When they search for him, Paddock is already moving for the parking garage with a go-bag packed with clothes, cash, and a burner phone. Nick takes him down against a support pillar and Judy cuffs him, and even breathless on the concrete he sounds more satisfied than caught:

In the interrogation room he is calm to the point of serenity. He never admits the killing outright — put to him flatly that he killed Quillford, he answers "Did I?", calls the evidence circumstantial, and explains away the run for the garage by saying he had an appointment, which Nick answers by naming the go-bag. He gives up nothing about who he serves beyond the observation that someone has been very patient, and that names are above his pay grade. The one thing that moves his face is Pawbert Lynxley's, when Judy connects the murder to the threats against him. When Nick presses him on what six years of waiting was for, Paddock leans back, almost peaceful:

Aftermath
Paddock is in custody before the breach begins, but the access he spent six years maintaining keeps working without him. When Leodore Lionheart seizes the citywide emergency alert system to broadcast from a disused transit station ("Dead or Alive"), Clawhauser traces the intrusion to a service credential left over from Paddock's municipal maintenance career — still live inside the alert backbone, renewed every cycle under the name of a technician who retired years earlier. The credential is why ZPD cannot cut the feed from its own bullpen.
The Murder
Paddock killed Quillford (the porcupine courier carrying ZCF surveillance photos) in Precinct 1's interrogation room using a chemical agent during a two-minute gap in camera coverage. His maintenance background gave him knowledge of the camera systems, allowing him to time his actions precisely.
The murder was necessary because Quillford knew too much — he was supposed to deliver the surveillance photos to someone inside Precinct 1, making him a loose end once arrested.
Personality
Paddock is patient, calculating, and utterly committed to his mission. Six years of maintaining an unremarkable cover requires discipline and dedication. His calm demeanor during arrest suggests either true belief in the cause or acceptance that his role is complete.
His smile when the emergency alerts sound reveals satisfaction at watching his long-term mission come to fruition, even though his own role has ended.
