Officer Paddock
Officer Jasper Paddock is a beaver who served as a six-year sleeper agent embedded in Precinct 1. Originally from municipal maintenance, he was planted to serve Leodore Lionheart's eventual escape plan and is responsible for the murder of the courier Quillford in police custody.
