Francine (full name Francine Pennington) is a female African elephant and a ZPD officer assigned to Precinct 1. She is the largest officer in the precinct and one of the most reliable, and the ZPD sends her in when an operation needs overwhelming force.

In Zootopia

Francine appears in the original Zootopia film as one of the officers at the bullpen briefing on Judy Hopps's first day. When Chief Bogo announces they need to acknowledge "the elephant in the room," Francine appears nervous before Bogo reveals he simply wants to wish her a happy birthday. She later participates in the raid on Cliffside Asylum and the arrest of Assistant Mayor Bellwether at the Natural History Museum.

Personality

Francine maintains a professional presence at Precinct 1, where her trunk drums carry from the evidence room across the bullpen and are part of the background the officers there take for granted. In combat she brings overwhelming force to bear, using her massive frame to devastating effect, and she trumpets once before she commits to a charge.

Series History

Season 4

Francine does not appear during Season 4, but Precinct 1 keeps talking about her. In "Open Enrollment", Clawhauser promises to bring donuts and specifies the good ones rather than the ones Francine takes the frosting off of.

When Luther comes back to Precinct 1 in "Operational Surprise" after months away, he finds the bullpen exactly as he left it, down to the distant sound of Francine's trunk drums drifting out of the evidence room. She is heard rather than seen.

Season 5

Francine joins the final assault on Icener's position in "Final Position" as part of the eastern assault team, checking her sidearm at the staging point with her trunk curled in controlled tension. She takes the rear of the line behind Koslov's polar bears, with Officers Higgins and Bloats flanking. When the eastern push goes in she trumpets once, crashes through a secondary defensive position with enough mass to collapse the emplacement outright, and calls the ground clear.

When Nick Wilde is promoted to Detective in "Complacency", Francine trumpets her approval along with the rest of the bullpen.

Notes

Despite being named "Francine Pennington" in expanded Zootopia media, Chief Bogo has addressed her as "Trunkaby" in the original film.
She is the largest officer in Precinct 1, making her invaluable for breaching operations.
