Officer Bloats
Officer Bloats is a hippo and a ZPD officer assigned to Precinct 1 in We Can Fix Pawbert. He is frequently partnered with Higgins, another hippo officer, and the two are known for their formidable combined presence in tactical operations.

Series History
Zootopia 2
Bloats and his partner Higgins join in the chase of Antony Snootley early in the film, getting covered in spikes during the chaos Judy Hopps and Nick Wilde cause. After Chief Bogo assigns Judy and Nick to Partners in Crisis therapy, Bloats is among the officers laughing at the two rookies in the Precinct 1 lobby. He later arrives at the Zootennial Gala with the rest of the ZPD to rescue Bogo after Gary De'Snake's attack. Bloats pursues Judy, Nick, and Gary through Marsh Market, running underwater and disrupting service at Below Deck. In the climax, Bloats and Higgins go to Tundratown with the ZPD. When Pawbert tries to kill Judy with venom, the officers believe Gary is the attacker and move to arrest him. When the truth about the Lynxley framing is revealed, Bloats and Higgins help arrest the Lynxley family. At the film's conclusion, Bloats watches Judy and Nick receive awards from Mayor Winddancer and sits with Higgins and other ZPD partners for their speech.

S04E19 "Operational Surprise"
Bloats and Higgins are called in for mandatory weekend compliance training at Precinct 1. The two occupy the back row of the conference room, with Bloats drawing something on his notepad that is definitely not notes. When Higgins whispers about the Saturday timing, Bloats responds that it involves "compliance window deadlines — whatever that means."
Season 5
S05E21 "Final Position"
During the final assault on Icener's position, Bloats and Higgins serve on the eastern assault team alongside Fru Fru's polar bears and other ZPD officers. They stand like twin walls before the operation, checking each other's vest straps. During the assault, they operate as living battering rams, hitting the first barricade shoulder to shoulder and disintegrating it completely.
