Zootopia Correctional Facility
Zootopia Correctional Facility (commonly ZCF) is the city-state's primary correctional institution. It serves as a major setting across the first four seasons of the series, housing Pawbert Lynxley during his incarceration and the entire Lynxley family following their convictions.
Description
ZCF is a secure correctional facility operated by the Zootopia city-state government. It houses inmates of varying security levels, from general population to maximum security and protective custody.
Notable Cells and Areas
- Cell 3C-17 — Pawbert's cell for most of his incarceration, in the protective custody block on Unit 3C; single occupancy, segregated. The prison holds it empty during the months he spends outside and gives it back to him when he returns
- Cell 3C-22 — The double cell Pawbert is moved into during the Rook operation, shared with Luther under cover
- A-Block — General population, where the protective custody inmates are sent on temporary overflow after the C-wing fire
- Maximum Security Wing — Houses Milton Lynxley, Cattrick (until escape), Kitty (until escape), and Clawrence Lynxley
- Sub-basement — Reached through a rusted, unmarked access door; where Luther finds the crated demolition charges
- Psych Services — Dr. Venn's therapy room
History
Season 1
ZCF first appears in S01E24 "Last Morning" when Pawbert begins his twelve-year sentence. Officer Kett escorts him to Cell 3C-17. Prison therapist Dr. Saha Venn is introduced during intake.
Season 2
ZSI embeds Luther as "Rook" to investigate coordinated threats, and Pawbert is moved out of segregation into a double cell, 3C-22, to share it with him. Warden Hartwell cooperates with ZSI over his own objections, and holds the choke point himself when the extraction goes loud in "Extraction", taking three rounds while his guards fire beside him. Dying, he tells Luther that the attackers had mapped the whole facility rather than just Pawbert's block — the warning that reframes the assault as something larger than an assassination attempt.
Season 3
Under new Warden Knox Ironsnout (warthog) — a budget-and-compliance bureaucrat promoted after Hartwell's death, with no corrections background — ZCF's security deteriorates. A Canal District warehouse raid turns up security bypass nodes, door control modules and communication intercept units shipped to ZCF under a routine facilities-maintenance contract, so ZSI reactivates Luther's "Rook" cover identity and inserts him into general population to find out who installed them. A deliberate fire in C-wing ("Worth Clawing For") forces protective custody inmates — including Pawbert — into A-Block on a temporary overflow transfer while the fire assessment runs.
In "Claw and Present Danger", Luther finds crates of industrial demolition charges in the sub-basement and overhears that the last set is meant for the administrative block that night. He is made before he can get the warning out, and the conspirators detonate early rather than lose the operation. Charges hit structural points in sequence — the outer wall, the maximum security junction, the cell blocks — while the administrative wing survives untouched, because its charges were never installed.
During the chaos, Cattrick and Kitty escape maximum security permanently, leaving their father behind. Milton Lynxley is tackled by Officer Kett and recaptured a few steps later. Leodore Lionheart walks out through the breach to a waiting convoy of ZTA maintenance trucks with a strike team in transit uniforms. Warden Ironsnout orders his own door locked, shoves his desk against it, and tells his aide that the officers and inmates are on their own.
Season 4
Pawbert is released from ZCF in "Release" at the end of the year his clemency left him to serve, into three years of post-release supervision. An inmate named Tufton says it to him in the corridor on the way out and Officer Kett says it again at the checkpoint, hoof extended: "Don't come back, Lynxley."
