Zootopia Reentry Services
Zootopia Reentry Services (commonly ZRS) is a government social services agency in downtown Savanna Central that helps formerly incarcerated mammals navigate reentry into society. It serves as a major recurring setting in Season 4 and becomes Pawbert's field placement site and eventual workplace.
Description
ZRS occupies a downtown office accessible via the ZTA Downtown 3 train. The facility includes a reception area, individual offices, intake rooms, a break room, and conference rooms. A poster on the wall reads: "CONFIDENTIALITY IS A PRACTICE, NOT A VIBE."
Philosophy
ZRS operates on the principle of "options, not obligations"---Sorrel's defining phrase. The agency helps mammals access resources, navigate bureaucracy, and rebuild their lives without imposing directives. This philosophy of respecting client autonomy directly influences Pawbert's later approach to Social Work.

History
Season 4
ZRS is introduced in S04E02 ("Unboxed") when Pawbert visits as a client. Sorrel provides resources and plants the seed that ZRS could use someone who understands the system from inside.
In S04E09 ("First Day"), Pawbert requests ZRS as his field placement through Dr. Halestone: "I used their services when I got out."
In S04E10 ("Solo Shift"), Pawbert begins his field placement. Sorrel greets him: "Look at you. Other side of the desk." Lead case manager Devor delivers a warning about professional boundaries: "Don't let identification become enmeshment." During intake observations, Pawbert instinctively offers water to a crying timber wolf client and contributes from his own experience with an opossum client.
In S04E15 ("Radio Silence"), Pawbert struggles at ZRS during Luther's absence. Sorrel offers grace: "Some days are harder. That's allowed."
In S04E20 ("Routine"), Sorrel promotes Pawbert to conduct his first solo intake with Finley, a recently released ferret.
In S04E22 ("Full Circle"), Pawbert completes his placement. His final intake is with Krazek, a hyena who unknowingly describes Luther's undercover work during the S03 prison infiltration---dramatic irony Pawbert cannot acknowledge. Sorrel offers Pawbert a position after graduation: "You've done the work. There's a place here if you want it."
Season 5
By Season 5, Pawbert is employed at ZRS as a licensed social worker (LSW), working alongside Sorrel as colleagues.
Significance
ZRS represents the professional path Pawbert discovers during Season 4. His journey---from client (E02) to trainee (E10) to competent practitioner (E22) to colleague (S05)---mirrors the series' central theme of transformation through choice. The navigator role concept he develops during his group project at GYU is drawn directly from his experience navigating systems after his own release.
