City Hall
City Hall is the seat of government for the Zootopia city-state, located in Savanna Central. The building houses the Mayor's office and various governmental functions including the Clemency Bureau and hearing chambers.
Overview
As the capital of the Zootopia city-state, City Hall serves as the administrative center for all city-state government functions. The building is the workplace of Mayor Brian Winddancer, the 54th Mayor of Zootopia.

Clemency Bureau

Hearing Chamber Three
The chamber where clemency hearings are conducted, reached through marble corridors past the daily machinery of government. Pawbert's clemency hearing takes place here, with testimony from Chief Bogo, Agent Ross, Nick Wilde, Judy Hopps, and Luther.
Press Room
Where the city is addressed. Winddancer speaks from the podium here after the Central Weather Interface attack, and again after the Icener crisis; Lionheart repurposes it as a broadcast studio during his coup, repositioning the cameras and the lighting for a message his crew had been planning for years. A separate briefing room handles smaller sessions, including the one where Icener's ultimatum is opened and read.
Emergency Operations Center
Activated during city-wide crises, its screens carrying casualty reports, temperature readings and resource deployment maps. Mayor Winddancer coordinates the response to the weather wall attacks from this location in "The Wall".
Series Significance
Zootopia 2
Mayor Winddancer holds the office through the Lynxley conspiracy, having been installed as a puppet by Milton Lynxley. He finds his courage during the film's climax and turns on the family that put him there.
Season 2
- "The Wall": Mayor Winddancer coordinates the emergency response to Clawrence's weather wall attack from City Hall's Emergency Operations Center.
- "The Crown": Winddancer delivers a press statement reframing Pawbert's narrative: "Tonight, Pawbert Lynxley chose Zootopia over power."
- "The Ask": The clemency hearing takes place in Hearing Chamber Three, where Winddancer grants Pawbert's commutation.
Season 3
City Hall is the objective of the Lionheart coup. In "No Time to Die", Lionheart switches ZTA routes to surface from an unexpected direction, reaches the plaza ahead of the ZPD cordon, and takes the building โ his advance team securing the corridors, Winddancer pulled out of the safe room by a ZSI traitor who opened the door.
The siege breaks in "A Wanted Mammal". Lionheart broadcasts from the press room with Winddancer restrained behind him, while Luther and Pawbert fight up through the building. Nick turns the crowd on the plaza by pointing out that Lionheart is confessing on camera, and when the fabricated rally collapses it is Winddancer โ a former action star who did his own stunts โ who headbutts Lionheart across the muzzle and puts him on the floor. Lionheart faces charges of sedition, conspiracy and false imprisonment, and is held in black-site custody pending trial.
Season 5
- "Climate Control": Icener's demands arrive at City Hall by anonymous courier. Winddancer reads the twenty-four-hour ultimatum aloud in the briefing room, to Chief Bogo and his own staff rather than to the city.
- "Complacency": Winddancer addresses the press corps from the City Hall press room three days after the attack, closing with a line about what complacency costs.
- "Golden Again": From the same press room, and with Volkov beside him, Winddancer names Zootopia's share of the blame for Vladifrostok's collapse and announces a relief assistance initiative โ climate technology, engineering support and resources sent to the city the Lynxleys spent generations exploiting.

- Mayor Winddancer was a former actor before becoming mayor, initially installed by Milton Lynxley as a puppet ruler.
