Savanna Central is Zootopia's central district and the ground where every climate the weather walls maintain comes together. It is big enough to work as a containing region rather than a single neighborhood: Little Rodentia, Acorn Heights, Gnu York, Gnu Jersey, Chestnut Hills and Mole Harbor all sit inside it, and Zootopia Harbor takes up its western edge, facing the water toward Bayou Bend. The city's police headquarters, its intelligence service and its central courthouse are all here too.

Description

Climate and position

Savanna Central lies south-central in the city, on warm grassland. Its weather is the plain baseline rather than one of the engineered extremes the walls hold in place elsewhere, so an evening there is mild and nobody remarks on it. Police training treats it as the easy case: an officer who can work these streets still needs separate preparation for sandstorms, downpours and sub-zero cold. The walls run along the district's borders, and from the middle of it every extreme is an ordinary commute away. Its own climate stations sit on the same citywide network as everyone else's, which is why a failure at the far end of the city reaches it too.

The built district

At the core the skyline is glass and height, towers that turn gold in late afternoon light above avenues wide enough for vendors to work the curb through the morning rush. The mix loosens outward. To the west the ground turns industrial toward the water, freight yards and loading bays and shipping offices around Mole Harbor. A residential quarter of tree-lined streets holds old estates, several of them on private roads like Kilimanjaro Parkway, with addresses that never made it onto a public map. At the district's less polished margins the rent drops and the buildings age; the third-floor walk-up in Acorn Heights that Nick and Judy rented for years sits in that band.

Institutions and landmarks

City Hall, the seat of the city-state government, stands a few blocks from the district's station, and Precinct 1 is ZPD headquarters near the Downtown border. ZSI Headquarters rises in glass and steel over the same skyline, with the Crisis Coordination Center buried beneath it; both are brought down during the Icener campaign, and the tower is still being rebuilt at the close of the series. Precinct 99 is recorded inside the district as well, though no episode fixes its street. The Zootopia Central Courthouse takes the city's largest trials from behind a marble colonnade whose columns carry carved scales and blindfolded figures, and the whole building is sized to shrink whoever climbs its steps. Gnu York University's Savanna Central Hub occupies a converted warehouse district, old brick refitted with glass and courtyards cut out of former loading zones. The Tree of Life Theater, the Savanna Central Convention Hall and the Savanna Central Natural History Museum are the district's other large public buildings.

Transit

Savanna Central station is the busiest interchange on the ZTA network, taking the Bunny Burrows Line, the Zootopia Loop, the Animalia Line and the Inner Loop. Its concourse runs to vaulted height, and the departure boards clatter through their destination lists while mammals of every scale cross underneath, the smallest given a wide berth and the tallest stooping under the signage. Elm Street, Walnut Street, Baobab Boulevard and Little Rodentia are further interchanges inside the district. Maintenance tunnels dating to the city's construction run beneath all of it, and overnight crews still inspect them.

The Downtown boundary

Savanna Central runs into Downtown along a line nobody in the city draws hard. Precinct 1 sits close to it, and the neighborhoods of Otterdam and Vole Gardens get assigned to one side or the other depending on who is describing them. A rail passenger leaving the district watches the glass towers give way to older architecture with nothing to mark a crossing. The financial and municipal blocks are routinely called downtown without giving up the Savanna Central name: Pebbleworth Financial Services is placed there, and so is the Zootopia Food and Drug Administration, a block from City Hall.

History

Season 1

The district's institutions carry the Lynxley prosecution. The blackmail campaign in "Clear Skies" begins with a tile sealed into a padded envelope addressed to Savanna Central, one of fourteen going out at dawn to judges, councilmembers and a police captain. In "The Vault" the firm draining the family reserves is Pebbleworth Financial Services, and Luther briefs the pack from a schematic of the tower with the forty-third floor picked out in red. Captain Holt reads a witness's Elm Street address out of a briefing file in "Precinct 99", and the contact itself happens across a diner table. In "Counsel" a ZPD transport van brings Pawbert to the Zootopia Central Courthouse, turning in at the secure entrance and down into the underground garage, away from the crowd and the cameras that had formed at the steps before the doors opened.

Season 2

Mole Harbor gives the season its first real break. ZSI traces a Tempest Holdings subsidiary to a distribution center on Harbor Street, and the joint operation in "Waiting Game" puts Pawbert and Nolan in a surveillance van two blocks out while Nick and Bradford take the east approach, Judy and Chen the west, and Luther holds the north with Harper. The crates on the loading bay hold restricted weather wall maintenance components that cannot be bought on the open market. Two episodes later, broadcasting his ultimatum in "Foxhole", Clawrence names the Rainforest District to Savanna Central junction as the next wall he intends to take down.

Season 3

Savanna Central station becomes the stage for Lionheart's return. When he hijacks the emergency alert backbone in "Dead or Alive", commuters stop mid-stride across the concourse to watch his face fill every screen in the building. In "No Time to Die", Bogo masses everything the department has left at the station's Line 3 exit, where the Inner Loop should surface within reach of City Hall plaza. Lionheart's train never arrives there. A cloned transponder holds it on the board while the train itself diverts at Agave Avenue, switches again at Oasis Hotel, and surfaces at the unguarded Line 1 exit on the far side of the same station. His army pours out past commuters waiting on an ordinary evening train, and ZPD spends the night out of position.

Season 4

Pawbert re-enrolls at Gnu York University in "Open Enrollment" and walks the Savanna Central Hub with Luther, past the fountain in Pawsington Square and the brutalist mass of Pawbst Library, narrating a life he left behind and meeting, in the same hour, the first students who recognize him. In "Charter" the drive out to the cheaper edges of the district is the drive that empties the Acorn Heights apartment, Nick and Judy giving up the walk-up they had kept since long before the pack existed.

Season 5

The Icener crisis reaches Savanna Central through its infrastructure. In "Pattern Recognition" a slow patrol shift on Oat Road turns up a Weather Services van whose driver wears a badge too clean for his paws. When the climate systems fail in "Misdirection", an overnight maintenance train in a tunnel beneath the district loses its windows to thermal stress and stalls with wounded aboard and a dead radio, while Luther runs the surface streets toward the Crisis Coordination Center past a city that has stopped working. The raid on a maintenance access point in "Cost of Entry" finds tunnels recently occupied and freshly abandoned; the hostiles are waiting at a different target entirely. That target is the district's own skyline: in "All Paws" charges set on the structural supports bring ZSI Headquarters down, burying the stairwell to the Crisis Coordination Center behind buckled steel. The Savanna Central Convention Hall opens as a citywide evacuation center during the fire in "Inferno", and by "Complacency" every weather station in the district reads green while Tundratown is still on manual override and the Rainforest District is still fighting its relays.

The recovery is measured here too. Pawbert walks out of a counseling session and across the district in "Golden Again" under a warm afternoon and stable walls, on his way home to a proposal he does not know is waiting. The closing montage of "Always" flies through the university campus at sunset and then up the steps of ZSI Headquarters, where Costa pauses in a hard hat to look back at the city before the three of them go inside.

W-Series

After the crisis the district goes back to ordinary business. "Bunnyburrow" uses its station as a departure point, the pack crossing the concourse in midmorning foot traffic to take the full route out to the countryside and watching the city lights close in again on the way home. In "Twelve Angry Mammals" Pawbert serves on a jury in the courthouse, and between votes he stands at the window over the ZTA station two blocks away and watches an afternoon that has no idea what is being decided upstairs. "Pawthorne" takes a routine burglary call to Kilimanjaro Parkway and lands Nick and Judy on the doorstep of the estate where Luther grew up, a private road of cream stone and old money in the district's residential quarter. The waterfront supplies a homicide in "Bitter", which runs from a dockside confectionery to the food and drug regulator's three floors of a municipal building a block from City Hall. And in "Fright at the Museum" a night security guard at the Savanna Central Natural History Museum is chased down a corridor of disconnected lights by something twelve feet tall in a bone-colored cloak.
