Season 2

The Rooftop

Javier first appears unnamed at the close of "Rook", watching Zootopia Correctional Facility through high-powered binoculars from a rooftop across the city. Identified only as "the jaguar," he takes a call reporting that the first wave of attackers has failed and all three are in custody, and treats the failure as an outcome he had already accounted for. He declines to escalate, ordering his operatives to probe the prison and find its gaps instead, then writes a single time in a small notebook before pocketing it.

Reconnaissance Phase

Throughout the early season, Javier coordinates the escalating attacks on Pawbert inside ZCF. Taking a report from a rooftop in "Protective Custody", he learns that the wolf guarding Pawbert has taken rib and hip injuries and is slower for it, refuses to send another wave immediately, and lays out the longer play to the operative on the line: let the warden tighten security, let him think he is winning, then hit every point at once, twenty-four hours out, with kitchen, shower and yard teams committed together. The prison violence is cover — ZSI is watching an attempt on a witness's life, and can go on watching that.

After the "Extraction" moves Pawbert to a safehouse, Javier reports the transfer to the distorted voice on the other end of his phone, which reads the move as an opening rather than a setback and orders a larger demonstration to draw attention elsewhere. Javier names the target himself: the weather wall.

In "Collateral", Javier stands among the bystanders at the substation cordon and times the emergency response against his watch — ZFD at seven minutes, a ZPD perimeter at twelve, ZSI at twenty-three with their consultant. He reports the numbers, confirms that Pawbert is now actively working with ZSI, and is told the casualties were acceptable and the real attack is still to come, with standing instructions that nothing is to touch the lynx. On his way out he pauses at the makeshift memorial for a dead engineer, arranges his face into sympathy for a respectful moment, and tells the candles they were never the main event.

First Physical Appearance

During a ZSI raid on an abandoned industrial facility in Beaverdam, near Grizzly Falls in "Blood Relations", Javier makes his first physical appearance. He is found destroying files when the breach occurs. He shoots Agent Bristow in the vest (non-fatal), engages Luther in a running firefight, and escapes through the rear exit, blowing through Nick and Judy's perimeter.

A captured weasel operative names him during interrogation: "Javier. He's the enforcer."

Afterward, Javier reports to Clawrence that the facility is compromised and ZSI seized most of the equipment. Clawrence dismisses the loss as expected.

The First Wave

After ZSI and the pack intercept stolen weather wall components at Mole Harbor in "Waiting Game", Javier calls Clawrence from Canyonlands to report the cache lost. Clawrence treats the raid as a test he set — the point was to see how fast ZSI moved and whether they would bring his nephew to a live scene, and Javier confirms Pawbert identified the components on-site. When Javier warns that their window is closing, Clawrence stops waiting and sets the first wave for dawn.

The Siege

Javier is present at the weather wall tunnel attack in "The Wall", and escapes the firefight with Reacher's team only because there was smoke to disappear into, leaving with cracked ribs where the Kodiak drove him into a column. That night he follows the pack home and watches their safehouse from a surveillance vehicle parked two hundred yards away, alongside operatives Gnashton (hyena) and Briggs (wolf), and calls Clawrence to report that he has their location.

In "Foxhole", Javier plans and coordinates the 0300 assault on the safehouse, working from a rough floor plan with entry points and sight lines marked, and stays back in the vehicle to collect Pawbert once the shooting stops. The pack breaks out through the garage instead, and the operation fails.

In "Tempest", Javier leads the team that takes Pawbert during the assault on Precinct 1. He finds the lynx choking out a margay attacker with a hold learned from Luther, ends the fight with a gun barrel against the back of Pawbert's skull and a single word, and answers an attempted elbow by twisting Pawbert's arm hard enough to make him bite back a cry. He delivers Pawbert to the Central Weather Interface and guards him there while Clawrence prepares his broadcast.

Death

When Reacher's team breaches the Central Weather Interface control room in "The Crown", every other operative Clawrence brought into the room is down or restrained within seconds. Javier draws a tactical knife and fights the Kodiak alone, opening his forearm, burying the blade three inches into his side below the vest line, and raking his other arm before Reacher catches him out of the air mid-drop from an overhead cable tray, slams him into the floor, and breaks his neck. Reacher walks away bleeding from three separate wounds, the most any single opponent has cost him in the field. Javier's death removed Clawrence's most capable operative at the moment he needed him most, leaving the lynx surrounded with nothing but the hostage in his grip.
