Season 5: The Icener Crisis

Costa calls Luther to the CCC's central platform in "Pattern Recognition" to tell him the Vladifrostok station has gone dark and that whatever the three ZSI operatives found there died with them. He moves Reacher's team into position the same night, out of contact for the duration, and asks Luther to hold the ZPD end together while they are gone. When the phantom maintenance worker pattern surfaces, he orders surveillance on Markov rather than an arrest, refuses to burn credentials or close ports on the grounds that revoking a single phantom badge would restart six years of enemy patience somewhere nobody is watching, and keeps the weather wall diagnostic network running because half the districts cannot run their walls without it. His play is to watch, map, and take the whole network at once. Afterward he tells Luther that he served fifteen years under Ramshorn, that Ramshorn stepped down because the compromised wolf in Winddancer's protective detail had come out of the Special Activities Division, and that he built the CCC so that every species, every size and every corner of Zootopia sits in one room.

Costa first takes direct command during "Soft Target", ordering the joint ZSI-ZPD raid on the Sovfrost Shipping warehouse. When Roskova escapes her transport convoy, he processes the fallout, connects polar bear visitors at ZCF to the infiltration network, and approves Pawbert's involvement after Milton requests him specifically. He monitors Pawbert's first visitation with Milton via live feed during "Activation", confirms that Icener intelligence aligns with Volkov's account, and offers Pawbert a formal ZSI consultant role to review old Lynxley infrastructure. Realizing that Milton held a construction completion date that was never published anywhere, he concludes that someone inside is feeding the prisoner and seals him — no visitors without Costa's signature, no transfers near his wing, mail and counsel screened — and demands every name that has passed through that visiting room since the first fake credential. He grants access to sealed Lynxley corporate archives and assigns operational tasks to Shaw, O'Brian, and Luther.

As the investigation intensifies, Costa reviews escalating attack patterns with Bauer in the CCC during "Traceback" and orders continued CTU rotation and surveillance on Sovfrost Shipping properties. When Luther gets a visual on Roskova at a Tundratown warehouse later that night, Costa hands him the decision rather than making it from the CCC. Shaw's discovery of the Hyenahurst staging area during "Fieldwork" gives him the first real break, and he directs the team to split when a Tundratown demonstration attack occurs mid-operation. After O'Brian identifies MV Frost Crown in "The Network", Costa designates the Otterdam shipping facility as a priority target, assigns Nick and Judy to escort Keni Loggins, and authorizes Nick's proposal to bring in Precinct 99 for the Otterdam infiltration. He reads the expressway ambush on that escort as an attempt to eliminate a witness rather than another demonstration, and rules that sensitive movements go to couriered paper from then on, since anything filed through city systems has to be assumed read. Once the Otterdam job delivers the Frost Crown's arrival window in "The Job", he commits ZPD, port authority and CTU to Zootopia Harbor well ahead of her.

The harbor stakeout during "Misdirection" proves futile — the Frost Crown never arrives at the expected location. When O'Brian discovers the vessel already moored in the Polar Straights, Costa coordinates the CCC response to the coordinated weather wall attack, the largest mass casualty event to that point. He recognizes the attack as a demonstration after Icener orders a stand-down: Icener is showing he can turn the system back on whenever he wants. Costa attends the City Hall briefing alongside Winddancer and Bogo during "Climate Control", receives the twenty-four-hour ultimatum, and orders full tactical deployment on the relay warehouse O'Brian identified. When Dmitri's capture reveals local recruitment from Mr. Big's organization, Costa weighs Nick's proposal to contact Mr. Big and states he cannot "officially authorize" contact with a crime boss — deliberate phrasing that functions as tacit permission.

The Frostbite Processing plant assault in "The Message" marks a turning point. Costa reviews Mr. Big's intelligence, confirms it matches O'Brian's signal traces, and authorizes the full assault. He assigns three breach teams and coordinates the operation from the CCC, ordering ZFD priority response to Sahara Square when Icener activates all stations during the assault. After the kill signal succeeds, he declares measured victory and pronounces Icener's ultimatum void — the deadline died with the network. The triumph is short-lived — the Precinct 1 bombing in "Strike" pushes the CCC to Condition Red. Costa orders immediate security sweeps of all city buildings and works with Shaw to trace the fake delivery requisition back to the same Sovfrost Shipping shell company, establishing it as a pre-planned contingency. He convenes a secure briefing and orders Shaw to contact the ZSI-BAU.

During the joint CCC-BAU briefing in "Profile", Costa frames the operational split between CTU and BAU, processes the Lynxley Holdings revelation, and authorizes Commissioner McHerd's negotiation attempt. After Icener refuses, Costa orders the hard approach, arranges Volkov's transport for re-interrogation, and tightens Milton's existing ZCF isolation, sending Shaw to re-screen every visitor, prisoner rotation and staff shift logged since the seal. He coordinates the three-site joint ZSI-ZPD raids in "Cost of Entry", designating Alpha, Bravo, and Charlie team assignments for simultaneous execution. He approves Pawbert's suggestion to pursue Agnes De'Snake's documentation and orders Tundratown reinforcement after Viktor's intel.

The ZSI HQ assault in "All Paws" injures Costa directly — his arm is crushed under a fallen console until two operators pull him free. Despite the injury, he remains on his feet with his arm in a sling and continues issuing orders from the north staging area. After Bauer reports thirty of Icener's operatives confirmed dead in the assault, Costa observes that he spent his people like currency. Operations relocate to Mr. Big's mansion during "The Godfather", where Costa commands with his arm still in a sling. He authorizes Pawbert's trip to Reptile Ravine and tacitly authorizes Mr. Big's interrogation methods when Shaw's professional techniques fail. After the wolverine confirms the attack is imminent, Costa gives the defensive ring thirty minutes to reach final positions across three sectors, watching Reacher's returning team fold into the north approach as he does.

Costa coordinates the three-sector Tundratown defense during "Tundratown Requiem" from Mr. Big's command center. When the south sector collapses, he evacuates to the ZSI backup facility and later secures Mayor Winddancer's authorization to extract Milton from ZCF after Pawbert proposes using Milton's codes. In "Without Options", he patches Luther through to Winddancer. Once the transport convoy is away he orders Luther and Pawbert home to the mansion to rest and puts Shaw on protective detail behind them, then confirms the convoy massacre and Milton's death over radio to Judy, ordering Nick and Judy back to Mr. Big's compound to regroup.

The final operation in "Final Position" is the largest in Zootopia's history. Costa commands from Mr. Big's mansion, assigning final vectors: east approach for Koslov's polar bears and Precinct 1 heavy, west approach for the BAU and Precinct 7, main entry for Reacher, CTU, Nick and Judy, and perimeter for Nine-Nine. He gives the order to engage and coordinates all teams through the Reptile Ravine lighthouse assault, the underground breach, and the tunnel pursuit of Icener. Afterward, Costa delivers Shaw's eulogy in "Complacency" at the ZSI Memorial Cemetery, his arm still in a sling. He honors her four years of service, her refusal to become cynical, and her brilliance. He pauses a fraction longer than the eulogy requires, the cost of losing another agent he recruited and trained showing in the silence before he finds the next line. His eulogy intercuts with Fru Fru's eulogy for Mr. Big, with mirrored language: both mammals gave everything to protect what they loved. Costa attends the pack's double wedding at the World Celebration Gardens in "Always".

Costa's leadership style is defined by trust: he delegates to the mammals he believes in and holds the institutional line when they need cover.

W-Series

In "Closed File", Costa calls Luther on the secure line after a classified file devastates him. He tells Luther to take the rest of the day, and when Luther insists he is fine, Costa uses his first name — an escalation signal reserved for moments when rank and protocol have stopped being useful. The brief exchange demonstrates Costa's capacity for personal care beneath his professional composure, deploying a first name the way other mammals use emergency flares.

In "Recruit Grumpiski", Costa is referenced off-screen when Bogo calls him to approve Luther's undercover enrollment at the Zootopia Police Academy. Costa's response — laughter carrying through the heavy office door, unmistakably a jaguar's — serves as authorization.

In "Nighthowler", Costa runs the response out of a Crisis Coordination Center still half-rebuilt around him, the Upper Ring back in service and the Lower Ring under scaffolding and plastic sheeting. He convenes the briefing that opens the case, seating Prentiss and two of her profilers, Bauer's CTU element and Luther at one table; he introduces the Sandy Ridge cell and the modified Nighthowler compound, hands the room to Prentiss for the profile and then to Bauer for the breach structure, and closes by granting the authorities and standing back. When Luther is exposed during the raid, Costa carries the lab's finding to every unit in the city himself over the command channel: the standard antidote does not work, the exposure window is twelve hours, and the clock started at the warehouse. He calls in Reacher's team for the containment with rules of engagement that subordinate everything to that clock, since broken bones can be repaired afterward and the threshold cannot. At the hospital he is in the corridor with the ZSI biochemists, arms folded, hearing the synthesis result before Pawbert does.

In "The Call" he is Incident Commander for a citywide weather-wall cascade that a translator fault has invented, watches Deputy Unit Chief Yassir start to pay for the load, has ROOK's phone located at a restaurant and calls Luther with the scenario code, then gives him the operations chair on arrival. He holds the alert decision, chooses Judy's shelter-in-place language over the directive template, and speaks his own authorization code into the two-key readback. When Pawbert stops the count with a contraband phone, Costa's answer to the security agent is to leave him. He asks O'Brian how sure she is, puts the raw feed on the wall, and takes the floor back so Luther can go sit with his pack.

What If

The What-If episodes are alternate timelines and do not affect the main continuity.

In "What If... a Guardian Fell from the Sky?", Costa comes out to the Meadowlands impact site himself after Luther calls it in from his own kitchen window, and Luther knows what that means: a director who leaves his desk for a scene has never, in Luther's experience, been good news. Costa walks the perimeter once, stands looking at the wreckage, and says nothing while the hazmat team tags debris around him. He gives the disposition — ZSI secures and analyzes the wreckage, and the raccoon wrapped in the ZFD blanket gets a standard witness statement and a medical check if he needs one — then leaves for a Council briefing. His eyes rest on Rocket a couple of seconds longer than the instruction he has just given would explain.
