Director Costa
Director Costa is a jaguar and the Director of Zootopia Security Intelligence in We Can Fix Pawbert. Introduced in Season 5, Costa commands the Crisis Coordination Center (CCC) throughout the Icener crisis. He replaced Director Ramshorn (a markhor) as ZSI Director between Seasons 4 and 5.
Background
Costa built the Crisis Coordination Center eighteen months before the events of Season 5, following the lessons learned from the Lionheart crisis. His foresight in establishing this command infrastructure proved essential when the Icener threat emerged.
Personality
Costa is pragmatic, decisive, and commands respect without demanding it. He makes difficult calls โ including tacitly authorizing contact with Mr. Big โ when the situation requires unconventional solutions. He respects competence and gives Luther and the pack appropriate operational latitude.

When Roskova escapes her transport convoy, he processes the fallout, connects polar bear visitors at ZCF to the infiltration network, and approves Pawbert's involvement after Milton requests him specifically. He monitors Pawbert's first visitation with Milton via live feed during "Activation", confirms that Icener intelligence aligns with Volkov's account, and offers Pawbert a formal ZSI consultant role to review old Lynxley infrastructure. He grants access to sealed Lynxley corporate archives and assigns operational tasks to Shaw, O'Brian, and Luther.
As the investigation intensifies, Costa reviews escalating attack patterns with Bauer in the CCC during "Traceback" and orders continued CTU rotation and surveillance on Sovfrost Shipping properties. Shaw's discovery of the Hyenahurst staging area during "Fieldwork" gives him the first real break, and he directs the team to split when a Tundratown demonstration attack occurs mid-operation, escalating the CCC to Condition Orange. After the wolverine confirms the attack is imminent, Costa orders final defensive positions across three sectors and integrates Reacher's returning team.
Costa coordinates the three-sector Tundratown defense during "Tundratown Requiem" from Mr. Big's command center. When the south sector collapses, he evacuates to the ZSI backup facility and later secures Mayor Winddancer's authorization to extract Milton from ZCF after Pawbert proposes using Milton's codes. In "Without Options", he patches Luther through to Winddancer, then confirms the convoy massacre and Milton's death over radio to Judy, ordering Nick and Judy back to Mr. Big's compound to regroup.
The final operation in "Final Position" is the largest in Zootopia's history. Costa commands from Mr. Big's mansion, assigning final vectors: east approach for Koslov's polar bears and Precinct 1 heavy, west approach for the BAU and Precinct 7, main entry for Reacher, CTU, Nick and Judy, and perimeter for Nine-Nine. He gives the order to engage and coordinates all teams through the Reptile Ravine lighthouse assault, the underground breach, and the tunnel pursuit of Icener. Afterward, Costa delivers Shaw's eulogy in "Complacency" at the ZSI Memorial Cemetery, his arm still in a sling.
