When sandstorm conditions form in Sahara Square's eastern quadrant in "The Network", he reports from the tactical station and deploys a CTU team to the Palm District rooftop thirty seconds behind Luther's advance team to secure the scene after the operatives are neutralized.
The scope of Icener's operation becomes clear during "Misdirection", when Bauer mans the mobile command vehicle alongside Luther during the failed harbor stakeout, then boards the abandoned MV Frost Crown in the Polar Straights with a CTU team. Inside, they discover evacuated crew quarters, a decoy harbor map, and dozens of anchor points drilled into the cliff face. His assessment — eighty operatives, already in the city — confirms the scale of the infiltration. In "Climate Control", he coordinates the full tactical raid on the Tundratown ice district relay warehouse from a mobile command position, deploying a twelve-mammal CTU breach team on the main entrance with a second wave of eight, alongside Hoggbottom's Razorbacks on the loading dock and Charlie team on the east side.
