"The Message" is the twelfth episode of Season 5 of We Can Fix Pawbert. It opens with hours left on the twenty-four-hour ultimatum Icener delivered to City Hall and no answer anywhere in ZSI, and sends Nick and Judy into Tundratown to ask Mr. Big — the arctic shrew crime boss whose district the weather attacks have gutted — for the one thing the agency cannot supply on its own.

Synopsis

Nick and Judy drive into Tundratown to ask Mr. Big, the arctic shrew crime boss whose territory the attacks have gutted, for help against Mikhail Icener. Big has already mobilized. His people have located Icener's command center at the old Frostbite Processing plant, and he supplies surveillance, patrol schedules, and the origin of Icener's grievance: Vladifrostok's climate system was built by a Zootopia company that designed it to fail without constant, expensive maintenance. The company's name stays sealed. Big offers a joint operation, his polar bears on the perimeter in exchange for ZSI's assault teams, and Director Costa authorizes it. Signals analyst O'Brian explains that the captured downstream relays cannot carry a network-wide kill signal, because the master certificate lives at the Frostbite hub; CTU field commander Bauer is assigned to get her into the transmission room alive. Three teams breach at once, with Luther on point at the main entrance and Shaw leading Nick and Judy through the loading docks. Icener answers by activating every compromised weather station across the city, and the toll climbs to five hundred forty-one. Alpha team is pinned short of the transmission room until Raymond leads Big's polar bears through the outer wall, and O'Brian broadcasts the kill signal that bricks every device on the network. Twenty-six operatives are captured. Costa declares the ultimatum void because the deadline needed the network behind it, and Icener turns to a deeper plan called The Root, then orders a retaliatory target.

Plot

Nick and Judy drive an unmarked cruiser into Tundratown with twenty hours left on Icener's ultimatum. The district has gone quiet around them — fish markets shuttered, sidewalks empty, four hundred eighty-six dead since the attacks began. The polar bears at Mr. Big's gate recognize Judy on sight and open up without being asked, and the courtyard beyond is not an estate at rest but a staging area: maps across tables, weapons checked and loaded, vehicles fueled and staged, radio traffic running underneath all of it.

Inside, the arctic shrew receives them from a desk scaled to his size that sits atop one built to make visitors crane their necks, Koslov at his shoulder. His first word to them is a rebuke — they are late, and he has been working since Judy's call rather than waiting to be told what to do. Koslov spreads surveillance photographs, movement logs, and patrol schedules across the desk, the product of weeks of patient watching, and Big sets a paw on the old Frostbite Processing plant near the ice manufacturing district. He admits he saw Icener arrive in his territory and chose to wait, believing the outsider was his to deal with in his own time. He calls that his complacency, and says it was paid for by mammals who were not him. What he will not forgive is the disrespect: Icener came in, killed his neighbors, and never asked permission.

Big also supplies the shape of Icener's grievance. Vladifrostok's climate system was built decades ago under private contract by a Zootopia company that engineered it to fail without constant, expensive maintenance. The city paid for years; then the company collapsed and everything it had built collapsed with it. The records are sealed, and even Big's people cannot recover the name. He proposes a joint operation — his mammals on the perimeter with local knowledge, ZSI on the assault — and Judy names the division of labor back to him. If ZSI refuses, he tells them, he goes in alone, many of his people die, and Icener slips away while the government debates protocol.

At the CCC, Costa balks at putting a crime boss's shooters on a ZSI perimeter, then authorizes when Shaw confirms the plant matches ZSI's signal traces and O'Brian confirms the command frequency originates there. O'Brian offers something better than a raid. Everything ZSI has captured so far only listens; the master certificate that signs the network's firmware lives in the Frostbite transmission hub, so a push from that console would brick every device at once and for good. Costa sets three simultaneous breaches for 0200 and assigns the teams: Luther on point at the main entrance with Bauer tasked to keep O'Brian alive, Shaw on the loading docks with Nick, Judy, and Captain Hoggbottom's Razorbacks, ZSI tactical and the Zebros on the maintenance access, and Big's mammals holding the perimeter as the intercept line. Pawbert stays at the back of the briefing long enough to watch Luther study the entry plan, then returns to his station. Staying behind while Luther goes in first is the arrangement he agreed to.

In the armory, Bauer gives O'Brian one instruction: stay behind him. Across the yard the Razorbacks form up around Hoggbottom. At a staging point half a mile from the target, Raymond meets Luther with ten polar bears behind him and takes the perimeter, promising that no one gets out. All three teams call in, and Costa counts the breach.

The doors come down together. Alpha takes contact in the first corridor of a plant that still runs sub-zero, frost on every surface and ice wrapping the catwalks overhead, Luther moving cover to cover while Bauer keeps O'Brian pinned to the wall with his own body between her and the gunfire. Bravo meets three operatives at the loading docks: Shaw drops a wolverine, Judy finds an angle a musk ox on the catwalk never sees and wounds him before he can put a round into Hoggbottom, Nick finishes him, and Truffler shoulder-checks a fleeing arctic fox down. Charlie's tactical lieutenant takes a round to the vest and keeps fighting from where he lands while the Zebros clear the junction.

Watching from a secondary position, Icener orders every remaining station activated at maximum intensity, so that ZSI has to choose between the command center and the city. The map at the CCC goes red across every district with Dessler reporting it from O'Brian's post, and the counter climbs through five hundred two to five hundred nine. Pawbert flags Sahara Square as worst hit and Costa routes ZFD there. At the plant, Alpha reaches the transmission room approach and stops: six of Icener's best dug in behind barricades, two CTU operators down, and three minutes of console work the team does not have. Shaw's people come up the secondary corridor into the defenders' backs, Hoggbottom sends the Razorbacks in at close quarters, and Raymond, who has been listening to the radio traffic, blows the corridor's outer wall and puts eleven polar bears through it behind incendiary shotguns. The corridor becomes polar bear against polar bear, white fur and orange fire.

Bauer takes the opening and runs O'Brian through it into the transmission room. She plugs in, works past the authentication, and broadcasts. Across the city the compromised stations go dark at once — Sahara Square's sandstorm dies, the Meadowlands cools, Tundratown's ice roads stop melting, the Canal District's air becomes breathable again — and the holographic map turns green district by district while Costa stands at the railing and waits for the last marker to turn. The sweep takes twenty-six operatives and seizes their equipment. Big's people count two wounded and no dead, then vanish into Tundratown's frozen streets, Raymond leaving Luther with the observation that this isn't over.

The team assembles in the CCC afterward, battered and upright. Costa confirms the surface network is gone and calls the ultimatum void with it, because the deadline needed the network behind it. Luther names what the win does not touch: the weather attacks are finished, but Icener is still out there with an army, and nobody in the room has an answer for what he does next. The counter in the corner is still climbing as recovery teams add names, five hundred forty-one and rising, though nothing more is coming from the weather walls. Pawbert says it is not enough and is still something, and Luther, shoulder against his, calls it a start.

Later, at his secondary position, Icener takes Roskova's report — command center lost, twenty-six captured, surface network destroyed — and calls it acceptable. The network was only ever a tool for a deeper objective, and now that Zootopia believes it has won, it will relax and celebrate. Roskova gives the objective its name: The Root. First, though, Icener wants an answer for the twenty-six, for the months of work, and for the alliance with the old gangster, and he is exact about the shape of it: not a number on a wall, but loss with names his enemies know. He tells Roskova to find him a target.
