Personality
Rosa is intense, private, and direct. She does not engage in small talk, does not explain herself, and does not tolerate mammals who waste her time. Her anger is controlled and precise — less an explosion than a blade. She is one of the few Precinct 99 detectives who can match Luther's economy of speech.

Rosa is drawn into the pack's orbit in "Precinct 99", a day before the heist, when Precinct 99 takes on a Lynxley courier who will only talk to its officers. She and Luther end up beside each other during the introductions without either flinching. She identifies him as the one keeping the witness alive, he tells her that is the job, and she answers with the single word she reserves for mammals who have earned it: "Respect." Holt assigns her to backup with Nick for the diner meet.
At the diner she and Luther take the counter together and cover a hundred and eighty degrees of the room between them, splitting the exits without discussing it. After a long silence she asks him how many he has killed. He answers "Enough"; she answers "Same"; neither asks for a number, and neither gives the other a flinch to read. It is the whole conversation, and it is the beginning of the relationship.
Later, in the break room, Rosa asks Pawbert directly: "Someone wants you dead. How does that feel?" Pawbert's reply, "Familiar," earns what passes for respect from her, along with the instruction that he has survived this long and should not stop now. The exchange captures both characters: Rosa's refusal to soften a question, and Pawbert's honesty about his own situation.
During the Halloween Heist in "The Heist" she allies with Luther and Terry at the coffee machine, the whole negotiation over almost before it starts. She spends the middle of the night carrying a trophy around the bullpen, aggressively casual and declining follow-up questions, which is how Pawbert reads it as a fake: she compensates for its weight by the wrong amount. Holt takes it off her anyway, and when Amy and Judy take it off him, Rosa's counter-ambush is waiting, with Luther stepping out of a doorway to relieve Amy of the trophy and hand it over. She is holding it and expecting to win when Pawbert opens the false bottom of the display case just before midnight. Her only question afterward is how he knew.
Season 2
Rosa returns with Precinct 99 for the second Halloween Heist crossover. In "Nine-Nine", she materializes beside Luther in the bullpen with neither of them flinching at the other's approach. Their exchange is a deliberate replay of their first, a year on:
ROSA: You're still keeping him alive. LUTHER: Still the job. ROSA: Respect.
In "The Audit", Rosa and Luther form an alliance by the coat closet with almost nothing said aloud. She proposes the partnership, takes entry points for herself, and leaves Luther the layout; he answers each term in a single word. It proves effective when they reach the roof access door, which looks reinforced from the outside. Rosa produces a small metal shim and is through it in three seconds, her point being that the lock is standard-grade and a safehouse needs anti-shim pins.

Rosa first appears in "The Network" at Shaw's Bar when Nick calls to propose the heist. Her standout crossover moment occurs during the heist at Otterdam in "The Job". The two operate in near-wordless coordination, their shared preference for action over dialogue making them an effective pair. Season 5: The Final Battle
Rosa returns with the Nine-Nine for the assault on The Root in "Final Position", arriving in the last two cruisers to reach the edge of the Ravine. The squad checks weapons at the staging area with none of its usual noise and then holds the outer perimeter, its cruisers forming part of the cordon around Icener's position.

W-Series
In "Nighthowler", Rosa and Jake work the Rainforest District leg of the pursuit after Luther is dosed with a modified Nighthowler compound and starts running north across the city. She picks their position on Ficus Grove herself, on the logic that the canopy transition will put him on that road first, and she is out of the cruiser and in his path before Jake has moved, squared up with her paws open rather than drawing on him. The collision knocks her back several yards and does not stop him. Every hold she has trained on assumes an opponent upright at chest height, and Luther is on all fours, underneath all of them. When he pins Jake and drops for the throat, Rosa hits him from the side hard enough to break the contact, then plants herself between them until he bolts for the Canopy stairs. Winded and hurting, she is the one who reads the encounter right, telling Jake that what looks like aggression is a mammal on his way somewhere. Hours later Jake repeats her assessment to Nick as the thing that set him thinking, and the conclusion he brings with it is that every encounter of the night has been Luther heading for the pack's house.
